
The direction of work with the National Personnel Reserve
The Agency for the Development of the Civil Service under the President of the Republic of Uzbekistan is carrying out a number of works to introduce a new system for the formation of a reserve of managerial personnel for regional and republican levels.
During 2021-2023, a National Personnel Reserve was formed, consisting of a total of 970 candidates for the positions of Chairman of the Council of Ministers of the Republic of Karakalpakstan, Deputy Khokims of regions and Tashkent city, and Khokims of districts and cities.
Based on the results of the selection for the position of deputy heads in 28 ministries and departments, 378 civil servants were recommended to the managerial personnel reserve.
At the same time, in accordance with the 61st statement of instructions given at the expanded videoconference meeting held on August 4, 2022 under the leadership of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev, a reserve of 1,000 qualified personnel has been formed from among the assistants of the mayors, youth leaders and women's activists in the makhallas. 162 of these reserves are women.
In addition, in accordance with the Decree of the President of the Republic of Uzbekistan No. PF-87, 99 graduates of the “School of Women Leaders” training program were also included in the National Personnel Reserve.
The qualitative composition of the selected candidates includes governors and deputy governors, representatives of the economic, construction, social and agricultural sectors, assistant governors, youth leaders and women's activists, and entrepreneurs.
In order to prepare suitable candidates for leadership positions, the Agency, together with the Academy of Public Administration, has developed a special training program based on the experience of developed countries, and training is ongoing.
A special electronic platform (zaxira.argos.uz) has been developed to maintain a rating of candidates based on the results of distance learning courses and internships.
