About the Center
The Center was established in accordance with the Resolution of the Cabinet of Ministers No. 629 of October 4, 2024 “On the Establishment of the Center for the Assessment of Management Personnel”, according to which the main tasks of the Center are as follows:
1) Diagnostics of professional and personal knowledge, as well as brain activity of a person through a test system, and identification of defects in it through its biological waves;
2) Conducting assessment through problem situations (cases), essays, situational (situational) and competency-based interviews, role-playing games (simulation), inbox tests, trainings and other methods;
3) Development of competencies and their indicators, assessment methodologies, video-audio materials and personal development trajectories of employees;
4) Conducting research and developing recommendations on analyzing the activities of the organization and improving its efficiency (organizational diagnostics, BPR), as well as conducting research and studies on assessing employees and the socio-psychological environment in the organization.
The center was established on the basis of the developed concepts and experience of Germany (Deutsche Gesellschaft für Personalführung), Great Britain (Civil Services Assessment Centers), Singapore (Civil Services Sollege), the USA (Center for Creative Leadership) and Russia (RANXiGS).
Areas of activity
Development of a competency model and indicators for civil servants based on socio-psychological research, for a basic, individual position or group of positions;
Personal and professional diagnostics of civil servants, comprehensive assessment based on a competency model;
Continuous development, mastering and implementation of new methods for use in the process of assessing competencies;
Develop a personal and professional development trajectory for management personnel based on the results of competency assessment and implement it using modern technologies;
Conduct tests and psychological questionnaires to determine the general professional knowledge, values, and intellectual potential of candidates for management positions;
Widely introduce digital technologies and modern methods into the processes of assessing and monitoring the effectiveness of management personnel, forecasting the need for personnel, selecting and placing them;
Conduct expert and analytical activities, scientific research and studies in the main areas of its activity.
