
The direction of the selection of promising personnel
In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-6260 dated July 13, 2021 "On additional measures to comprehensively support youth and further increase their social activity", a procedure for paying additional bonuses to the official salary of young specialists who graduated from foreign higher educational institutions included in the TOP-500 list and working in state bodies, organizations and institutions (set at 15-30 times the minimum wage, 20-40 for a master's degree, and 50-75 for a doctoral degree) has been introduced, and work is underway to formalize contracts for a period of up to 3 years between the Agency, the employer and the young specialist.
Within the framework of the decree, additional bonuses are being paid to the salaries of 387 young specialists (44 bachelor's degree holders, 340 master's degree holders and 3 doctoral degree holders).
50 (list attached) middle management managers under the age of 30, recommended by ministries and departments, were selected as the next participants of the 2024 "Future Leaders" training program based on tests and interviews using the civil service testing module.
The training course was organized from November 4 to December 4 of this year at the Singapore Institute of Management Development in Tashkent, with the involvement of leading experts in the field, including professors and teachers of the institute, heads of ministries and departments, in areas such as leadership skills, strategic analysis and planning, quality project management, personal performance improvement skills, and competency assessment.
At the end of the program, certificates were awarded to participants who presented their graduation project in an exemplary manner.
Cooperation was established with the JDS project of the Japan International Cooperation Center (JICE) “Providing Scholarships for Personnel Training”, and a representative of the Agency was included in the membership of the Project’s Steering Committee. Now, as a member of the Agency’s Steering Committee, the task has been assigned to select the most talented civil servants to prestigious universities in Japan and monitor the prospects of the scholarship holders who have graduated.
Also, as a result of the negotiations, starting in 2025, about 40 civil servants will be involved in master’s and doctoral programs at the most prestigious universities in Korea and Japan.
As a result of negotiations with the Japanese Embassy, cooperation was established with the "Formation of Young Civil Servants" (GRIPS) project, in which, starting from 2025, it is planned to attract 15 civil servants each year to 1-year (master's) and 3-year (doctoral) educational programs at Japanese universities.
