On the path to Governance efficiency: cooperation with leading institutions in the Netherlands

At the initiative of the Agency for Management Efficiency under the President of the Republic of Uzbekistan, as part of the strategic policy aimed at professionalising the state apparatus and developing local self-government institutions, a series of meetings were held in The Hague with leading educational and research centers in the Netherlands.
Specifically, during the meeting between Christian van der Kaay, Head of Educational Programs and Researcher at the Netherlands School of Public Administration (NSOB), and R. Hasanov, Head of Department at the Agency, special attention was paid to issues such as:
Developing modern leadership in public administration;
Adapting educational programs for senior executives to develop strategic thinking and change management skills in Uzbekistan's civil servants;
Strengthening the role of academic expertise and research in the process of making and evaluating decisions of state importance;
Increasing the ability of managers to critically evaluate administrative processes and find non-standard solutions to complex social problems by implementing NSOB methodologies.
Additionally, during a meeting with Lars Burema, Program Manager and Deputy Director of The Hague Academy for Local Governance, the following opportunities were considered:
Studying advanced experience in transferring powers and financial resources to the municipal level to increase the efficiency of local government bodies;
Development of practical training programs to involve citizens in the processes of planning and providing high-quality social services focused on human interests;
Organization of special training programs for Uzbek specialists on complex project management methods in the public sector, taking into account regional characteristics.
Following the aforementioned meetings, a preliminary agreement was reached to develop joint educational modules and internship programs (Training of Trainers).
The consistent integration of international experience into the national professional development system contributes to the formation of a new generation of management personnel capable of implementing reforms with high efficiency.
