The Agency for Governance Efficiency under the President of the Republic of Uzbekistan, in cooperation with the German Agency for International Cooperation (GIZ), held a seminar in Namangan Region focused on improving human resources planning in public institutions.
The seminar brought together HR professionals responsible for human resources management in government bodies and organizations. Participants discussed practical approaches to developing human capital, fostering a positive work environment, and strengthening effective human resources planning.
The Strategic Human Resources Planning Project was launched in 2024 and initially piloted at the Ministry of Mining and Geology and the Ministry of Digital Technologies.
Based on the pilot results, a model guideline was further improved. To date, the strategic human resources planning system has been introduced in 18 ministries and government agencies.
The next phase aims to expand the system to other ministries and agencies, as well as regional government bodies, while further digitalizing the system and adapting it to practical needs.
Particular attention was given to the impact of human resources planning on the effectiveness of public institutions, effective recruitment and staff development, the role of leadership, and fostering a results-oriented management culture.
Participants also had an opportunity to exchange experiences and share recommendations for the effective implementation of human resources planning practices.
